How turn off spring-loaded folders in bookmarks toolbar?

Hi, Just recently when I'm scrolling through the bookmarks toolbar "show more bookmnarks dropdown" with mouse wheel I get to the ones in folders and then the folders contents spring into view when cursor hovers on them and I can't continue scrolling with mouse. I have to go to the bottom of window and hover over the down arrow. This makes scrolling impossible. Anyone tell me how to turn off spring loaded folders view? I hope this makes sense to somebody.

You can move the mouse down to the next bookmark that isn't a folder and move all folders to the top, so you can easily skip them.

Well yes I could that but I would just like it to behave like it used to. Even then I have so many folders with bookmarks your suggestion still wouldn't really help. Thanks tho.
