Firefox keeps applying the 63.0.x (64 bit) update everytime I open it.

This is really getting annoying. When I open Help/About it shows I'm using 63.0.3 and the box is there to 'restart Firefox to update'. This leads me to believe the 63.0.x update isn't really being applied.
