All dropdown menus are missing in fullscreen mode

Steps to recur: (this bug happens in firefox 69, 70, 71, 72, 73, 74, ...... )

❶ In full-screen mode, right click any tab in the tabbar, try more tabs until the dropdown menu disappears

❷ In full-screen mode, click any item in the bookmarks bar, try more until the dropdown menu disappears

❸ In full-screen mode, click any item in the toolbar, try more until the dropdown menu disappears

Oh, I find the dropdown menus in another desktop (MacOS). Seems firefox cannot identify which desktop to display the dropdown menu in fullscreen mode.
