trying to reset my master password what the help page says to do doesnt work

The help page says to insert this into the address bar:

chrome://pippki/content/resetpassword.xhtml

And I get what's in the attached image.

It's almost like I never created a master password to begin with but the setting got turned on somehow.

On Mobile the only way to recover from master password issues would be to reset all data for the Firefox app via the Android settings for clearing the caches.
