Hi Jack, unless you pin or add a site to a particular square, Firefox fills in Top Sites from your history.*

If you don't find this section useful, you can turn it off, or you can cut down the number of rows and just manage the first 6-8 slots. Those controls are on the Options page, Home panel: Customize your New Tab page to hide or display content.

Similarly, if you aren't interested in seeing this list when you click the address bar, there is a "Top Sites" checkbox in the Address Bar section on the Privacy & Security panel of the Options page.

* I'm not aware of a way to turn that off so it lists only sites you add. Maybe someone else knows a method for that.
