Starting recently I have been receiving emails from personnel in our county government offices, including the Sheriff and County Clerk that have [CAUTION: SUSPECT SENDER] appended to the subject line.

Is this a T-Bird issue or would the problem be at the county's end?

Check your account in webmail to see if the warning is applied by your mail service, before it's downloaded to TB. If the messages are legitimate, not faked, whitelist them in webmail, perhaps by adding the senders to webmail contacts.
