I see how to change the toolbar location in settings, customization, but I'd like to make the change in the mobile.js (or about:config) default settings so that it can default to the top for all my users instead of having to manually change it for everyone.

Is there a mobile.js pref() key I can define to default the toolbar to the top (instead of the bottom)?

There is no way that I am aware of to do that, I understand that the option is included when the app is built.
