Email doesn't forward attachments

When I go to forward an email with an attachment (inline), it shows the HTML coding and doesn't forward the attachment.

Example of the way the text looks:

When I try forwarding an email without an attachment (inline), the html coding doesn't show up and it sends fine.

When I try forwarding an email with attachments (as an attachment vs inline), it works. But I don't want people to have to download a message in order to read it or see the attachments. I've spent a lifetime sending it inline and it worked, and I need that again.

I recently updated to 91.2. I'm on a MacBook Air 11.4.
