When I click the "restart to update" button it restarts but the button is still there and it's not working. I even restarted my laptop and still nothing. Is there anyway for me to fix it?

What if you start Firefox in Safe Mode? https://support.mozilla.org/en-US/kb/diagnose-firefox-issues-using-troubleshoot-mode#w_how-to-start-firefox-in-4troubleshoot-modesf5safe-modesf

When I put it in troubleshoot mode it doesn't help

How about a refresh (Firefox Refresh)? Before doing this, I would download a different version of Firefox (Beta, Dev, Nightly, or Waterfox) and use sync to have your data in another browser in case something goes BOOM. Also export a copy of your bookmarks as another backup.
