what is Bandwidth Limit Exceeded error?

I was trying to go into "http://laparrillaonline.com/". Instead a window popped up stating " 509 Bandwidth Limit Exceeded and below it said: The server is temporarily unable to service your request due to the site owner reaching his/her bandwidth limit. Please try again later. Apache/1.3.39 Server at laparrillaonline.com Port 80 Is it my computer or his server that exceeded it? Thank you

Thank you!! I went into Panic Mode after "....Limit Exceeded...". I feel foolish, and as my daughters would say: Duh....
