I have dial up and when I try to view videos they run very slowly. Sometimes it will take up to 30 minutes to run a 1 minute video because it stops automatically for a while and then resumes playing. This happens all the time

You can't stream videos efficiently on a dialup connection, it just isn't fast enough even when the lowest resolution is being sent or the user selects the lowest resolution to view. I suggest pausing the playback of the video file until it is completely loaded. Flash usually show the loading of the file, so when it shows as completely loaded hit the play button.
