In the navigation toolbar - search engines, how do I prevent google from automatically re-appearing as my search engine when I have removed it from the list and selected another engine as the top on list?

I have removed Google as a search engine in the manage search engine dialog. However, even without a re-boot, Google will return as my selected search engine. Is there any way to permanently remove Google?
