I was told that Web Developer had buttons that allowed me to disable JavaScript and CSS (Cascading Style Sheets), but I don't see these buttons on Firefox version 10. How can I access these two functions? Then how can I enable JavaScript later? Thanks.

Are you sure that whoever told you that wasn't referring to the Web Developer add-on?

It has features allowing the disabling of both style sheets and Javascript.
