Could you please state when will the official Windows x64 build of Firefox be available? All the major plugins are 64-bit nowadays and it is the opinion of many commentators that Firefox would benefit from being 64-bit. If the 64-bit release is not in the foreseeable future, could you please specify the reasons of such delay? Thank you.

640bit Firefox isn't on the top priority list of the devs right now, as there is little benefit in comparison to other projects that are being worked on. there is a test version available on nightly, but keep in mind it is rather slower than the official 32 bit Firefox (the JS engine and other components aren't optimized for 64 bit yet.

https://wiki.mozilla.org/Features/Desktop/64bit_Firefox_Windows_7 is where the devs are tracking 64 bit support for Windows.
