version 16.0.1 is not refreshing pages

I have noticed recently that version 16.0.1 is no longer refreshing pages. This problem is not exhibited in IE, Chrome, Opera, or Safari. I notice it especially because I do website development and change the pages frequently and they don't show up as updated within Firefox EVEN IF I DO A PAGE REFRESH OR A FORCED CACHE REFRESH (Ctrl-F5).

I've tried Safe Mode. I've tried to disable all add-ons. I still have the problem.

Does anyone know why? Is anyone having similar problems?

Temporarily, I've set my cache file size to 0 as a work-around.

Does this work in Private Browsing mode?

What is the setting of the browser.cache.check_doc_frequency pref?

Create a new profile as a test to check if your current profile is causing the problems.

See "Creating a profile":

There may be extensions and plugins installed by default in a new profile, so check that in "Tools > Add-ons > Extensions & Plugins" in case there are still problems.

If the new profile works then you can transfer some files from the old profile to that new profile, but be careful not to copy corrupted files.
