I Done The Deactivate Anti-Virus Stuff And I Searched about:config And I Changed The browser.download.manager.scanWhenDone File To False And I Am Still Not Able To Download Any File I Am Really Getting Anoyed About This

Would It Make A Diffrence If I Said I Am Under Administrator Rights Restricting Me Tod Download Stuff But I Dont Think Thas The Case Because The Download Dosent Start The Green Bar Is Full It Just Says 0 Bytes,Unknown Time Remaining Could You Please Get Baack To Me As Soon As You Can

Thank you for posting your question, but I am a bit confused. You mentioned that this happens in Google Chrome then you started to describe the troubleshooting steps in Firefox.

Are downloads not working in any browser? If downloads hang at the last minute (just before reaching 100%), the cause might be antivirus software which tries to scan the file and during that process hangs the Firefox instance.

If the downloads are not starting at all, is there a filter or firewall that prevents the start of downloads? You can try these steps What to do if you can't download or save files

Is that only in that drop-down list or isn't there also nothing saved to disk?

Start Firefox in Safe Mode to check if one of the extensions (Firefox/Tools > Add-ons > Extensions) or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox/Tools > Add-ons > Appearance).
