Tabs are on top, how do I place them beneath bookmark toolbar?

Mozilla just updated to version 29.0 beta. My browser was set up as following:

File, Edit, View etc are first; then there is home button and address bar; then bookmark toolbar; and finally tabs.

Now tabs are on top of address bar and I can't move it down. I tried going about:config with browser.tabs.on Top but it just does not work at all.

I use default skin for Firefox and I don't have any visual add ons.

You can install the Classic Theme Restorer extension to restore some lost functionality including tabs-on-top.

Try downgrading to the latest stable release (28) and try again.
