I am getting this message on all my accounts. (BT) Please advise. I have spoken to BT and they say because I can use webmail to send messages it is a problem your end and I do not have any restriction on how many emails I can send

yeah, that sounds like ISP BS combined with a certain level of ignorance really.
That IP address 178.236.115.3 is in Spain, My guess is that BT do not allow you to log into their SMTP server and send mail from outside of the UK so you get a to many messages error. Because you are not allowed to send any messages.

There is one other thing that it could be. Unlikely, but couple you copy and paste the account information from the troubleshooting information on the help menu into a post here. I have seen this same error where the authentication method is not correct, set to none. But it would be unlikely after having worked for a long time for it to stop but it does need checking.
