Scroll down until you find "PERMISSIONS" and find for "Camera". Click on "Settings" that is parallel to "Camera". Now, select/type all websites, that you want to give permission/access to your camera.

Usually a camera is quite visible in the top bezel of a laptop or clipped onto the top of an external monitor. It certainly would be disturbing if you couldn't easily spot a camera on a public PC.

Within Firefox, if you open the Troubleshooting Information page, there is an "Input Devices" section showing all the microphones and cameras that Firefox is detecting, along with their current status. I assume this information is derived from the system, but the list might include devices previously connected to Firefox at another location, if you are using a laptop.

edit: i mean under settings, camera, the website is listed there and says "allow"... on the website itself, it says "Requested webcam not found" where it should be... if i click the permissions icon to the left of the address on the address bar, it says "permissions for" (site) "use the camera ... allowed"

as far as i get...

I'm glad they were able to help. Probably they would lose some cameras if they left them out and about...
