Mozilla appear to be ignoring the official W3C specified Gamepad API in favor of their own solution. The W3C specification is by far the better solution for game development (for reasons I will not specify here).

Will the proper W3C Gamepad API ever be available Firefox? If yes, when exactly?

This feature is currently in development and not yet complete;y implemented. As soon as the Firefox developers consider this feature good enough then it will be enabled by default. I don't know in which Firefox version this will be.
