Missing View --> Toolbars --> Tabs on top option
I have the new version 26 on two desktops and another laptop and this option of tabs on top (or, as I prefer it, unchecked so that the tabs are on the bottom). But my new laptop, with FireFox 26 just downloaded, does not have this option - so I'm stuck with tabs on top instead of being able to put them on the bottom. Why does it show up on three other computers but not on my new laptop (Windows 7)?

I think this was removed from the menu ages ago. Could it have been added on your other systems by an extension?

Or maybe it appears on the menu if you modify it from the default. That seems to ring a bell for some reason.
Current Firefox versions only show the "Tabs on Top" menu entry in the "View > Toolbars" and "Firefox > Options" menu and in toolbar context menus if the tabs aren't in the default position on top.
If the tabs are on top and the menu entry isn't available and you want to move the tabs below the navigation toolbar then you need to toggle the browser.tabs.onTop pref to false on the about:config page.
A Firefox restart is necessary to update the menu entry to either show or remove it.
Note that this pref will no longer have effect when the Australis code lands on the release channel (the Australis code is currently only on the Nightly update channel).
The about:config option is no longer supported beginning with FF 29.0.1. Install the FF Classic Theme Restorer add-on to put tabs on top or bottom, as well as restore other classic FF options if you wish.
