Firefox for Android is an app that uses any connection available on your device and there is no charge by Mozilla. Unfortunately, Mozilla doesn't offer a mobile network service, so you will need to either use wi-fi (for example, at your hotel or a public hotspot) or arrange for local mobile service.

If you have a U.S. table set up to use either AT&T or Verizon, it may be very expensive to "roam" in other countries. Some tablets have unlocked SIM Card slots, and that would allow you to pick up a local SIM card and use a local data plan.
