Is a way to set Firefox to load a PKCS module by default, so we can avoid having to load it for every new user.

We currently load this ActivClient DLL for every new user to authenticate to sites using smart cards. C:\Program Files (x86)\ActivIdentity\ActivClient\acpkcs211.dll
