All outgoing emails sent from my Thunderbird to other user's of tampabay.rr.com accounts are marked as JUNK and placed in the junk mail folder OR deleted based on THEIR email settings for junk email

Have you considered asking road runner why they do that? Obviously your Thunderbird is working correctly or the mail would not be delivered.

BrightHouse (ie Roadrunner) said the problem was Thunderbird.

As non roadrunner accounts receive my emails without problems I tend to agree with you and will contact them again.

It may well be a setting that sets a header to something they do not like. But without knowing what, guessing is about all anyone can do.
