I can only send to one address. The address are all one per line. I receive an email, but I can't forward it to more than one address at a time and I get the attached error message. This is very frustrating and annoying, to be VERY polite

That pop up error is from the server...not Thunderbird.

Most servers have limits on the amount of emails that can be sent in a given period or size of message. If you reach whatever limits the server has set then you will get that sort of error message.

I suggest you find out what limits are being applied.
