How do I disable Internet Explorer Browser

Every couple days or so when I am at my desktop the IE browser suddenly opens and wants me to select a home page. I try to close the window but IE will not let me until I choose a home page. IE is NOT my default browser - Firefox is.

The only way I can close the window is through Task Manager - End Task.

Is there a way I can disable Internet Explorer that will not conflict with Firefox?
