I have lost all the mail on local folders and they no longer exist online. I have the global-messages-db.sqlite file, how can I use this to recover the mail?

Did they exist 'online' prior to the incident? If so, I'd be surprised.

That is just an index, not the actual messages. You cannot restore messages from the index.

You can restore messages from a recent backup of your Thunderbird profile folder, assuming you did create one in the first place.
