Some government websites generate their own certificates that are not linked to the standard "root" certificates used by commercial sites. In that case, Firefox cannot verify their validity. Or to put that another way, Firefox can't be sure that you are connecting to the real site listed in the address bar rather than an impostor.

Can you share the address of the site?

Meanwhile, does Internet Explorer 11 work with the site?
