Hello, I have someone's PGP Public Key but it's in website (.txt) form so I'm unable to upload it to Thunderbird when prompted to when I try to send an encrypted email. How can I fix this? Thank you, Mateo

You need to import the public key into TB's OpenPGP Key Manager, and accept it. Also you have to have a personal key and set up the account for OpenPGP encryption. https://support.mozilla.org/en-US/kb/thunderbird-help-cannot-encrypt
