You can with an add-on!

Check this one to open your homepage in the new tab: https://addons.mozilla.org/fr/firefox/addon/new-tab-homepage/

And that one to choose the URL to open in a new tab: https://addons.mozilla.org/fr/firefox/addon/custom-new-tab
