Windows 98 was dropped form support many many years ago. Do you maybe mean Windows XP?

Firefox isn't an operating system, it is a web browser. Yes, if you are using Windows XP you should either update to Windows 8.1, or if you can't do that, at least switch to Firefox to try to remain somewhat secure (although Windows XP is so insecure now that even having the best browser installed won't be able to prevent all attacks).

If you are using Windows 98, please stop, buy a new computer, install Firefox on it, and then continue using the web. Windows 98 is as it's name suggests, from 1998 meaning that it is 16+ years old.
