Cannot quit Firefox until another user account owner also quits his Firefox
Admin user can't quit his Firefox until user (having only Standard privileges) quits his Firefox. What I can see is that both users are utilizing same Firefox process I assume.
Mac 10.8.5.
Situation was same also on 10.7 (did upgrade from 10.7 -> 10.8).

When you install Firefox did it ask you do you want to give permissions to Standard users??

The Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information.
Note: This will cause you to lose any Extensions and some Preferences.
- Open websites will not be saved in Firefox versions lower than 25.
To Reset Firefox do the following:
For Firefox versions previous to 29.0:
- Go to Firefox > Help > Troubleshooting Information.
- Click the "Reset Firefox" button.
- Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish.
- Firefox will open with all factory defaults applied.
For Firefox 29.0 and above:
- Click the menu button , click help and select Troubleshooting Information.Now, a new tab containing your troubleshooting information should open.
- At the top right corner of the page, you should see a button that says "Reset Firefox". Click on it.
- Firefox will close and reset. After Firefox is done, it will show a window with the information that is imported. Click Finish.
- Firefox will open with all factory defaults applied.

I've never seen single question about Firefox permissions on Mac OS X during years, basically installation is just drag-n-drop binary to Applications folder no any wizard on that process.
I tried also ACL permissions reset for all users and also for whole hard drive (according http://kb.parallels.com/en/120432) -> No help.
Now it behaves: 1. Admin opens Firefox 2. Standard user opens Firefox 3. Admin tries to quit Firefox, will never happen 4. Standard user tries to quit Firefox, will never happen. Firefox is not responding anymore. Have to terminate it violently. 5. Admin users Firefox is now closed, due process termination on 4. step
Firefox here version latest 32.0.3 but same symptoms have been there many years. Resetting Firefox for all users done earlier but no relief.

Can the Standard user open Firefox without Admin?
You can grant that standerd user to use it in control panel then users and make it admin.
Yes, standard user can open Firefox fine.
Making standard user Admin is bad idea (TM). Different privileges are way to operate on *nix/bsd-environment, but thank you anyway.
Does this also happen if you first start Firefox as a normal user?
You should only run Firefox as Administrator if this is really necessary because of permissions (updating)

All in all it seems that maybe Firefox devs have not taken multiuser environments that seriously into account? Don't know does this work in Linux either? Maybe on installation there should be possibility to set setuid bit to Firefox so Standard users would get elevated privileges also? This could help updating procedure also but there are downsides also if not competent family member ruins something regarding to Firefox having super power here.
Maybe other Mac OS X users are using Admin accounts for all users but that is bit weird since that kind of usage is not promoted at all and needs more knowledge that is beyond average users knowhow? Maybe they are not complaining - like I do :) - but just brutally killing Firefox now and then(?)
Heureka! Maybe I just should live like I teach so use Standard user account also by myself, so all users being standard and only Firefox updating done by Admin powers, heh.
