You currently have your Hotmail accounts in Thunderbird set to send e-mail through vodafone.co.nz, not Hotmail/Outlook. This is why your issue looks like it affects both.
I see that you have:
vodafone.co.nz: 5 POP accounts vodafone.co.nz: 1 IMAP account Outlook/Hotamil: 2 IMAP accounts
None of your POP, IMAP, or SMTP server settings for vodafone.co.nz are using SSL which is standard. According to the vodafone.co.nz, website they support SSL.
You have set up to send e-mail only through vodafone.co.nz, using port 25. Many Internet providers will block port 25 to prevent spam. So SSL with port 465 is used instead.
Your firewall software could also be automatically blocking port 25, since Windows updated. So check your firewall settings to see if it is allowing port 25 or not.
Plus, one of your vodafone.co.nz POP accounts has 3 SMTP server settings, when only one should be setup. They also have conflicting settings.
So your issue could be caused by using port 25, and/or it could be that one e-mail that has three different SMTP settings defined with conflicting settings.

Fanx Bruce - I will try those things - I suspect the problem arose because I travelled in the UK and Aus with my laptop and had to change some of the settings to access mail through other local servers and then applied some of the settings back here when I upgraded to W7 on my desktop recently ....
PS just to be sure do those settings also apply to my W7 and W10 laptops - I expect they do, but ask just in case !
Well I tried that - except for the three pop accounts and now it is blocking emails out - both outlook and vodafone ones.

I still have the 3 outgoing - but can't see how to remove the extra two in any of the settings ?
The second hotmail account would not send - An error occurred while sending mail. The mail server responded: 5.3.4 554-554 5.2.0 STOREDRV.Deliver; delivery result banner. Please check the message and try again.
5.3.4 says the message size was exceeded. this can be the result of.
1. Suspension of your sending by your provider as you have exceeded your daily limit. 2. A message that exceeds the limit set by your provider. 25mb IIRC for outlook. 3. An SMTP session that you are not signed in to, so your limit is effectively zero until the password is received. Usually seen when folk set the password to none when one is required. 4. Anti virus program that do their best and fail to work correctly and mess up. It is good to proactively turn off all email scanning, incoming and outgoing. 5. Turning on two factor authentication at the provider and failing to create an application password for Thunderbird.
I turned off the virus checkers and also added Thunderbird to the firewall then tried it with the firewall off and for my main vodafone email address I still got - Sending of the message failed. The message could not be sent because connecting to Outgoing server (SMTP) smtp.vodafone.co.nz failed. The server may be unavailable or is refusing SMTP connections. Please verify that your Outgoing server (SMTP) settings are correct and try again.
I've included the email addresses, but can't see how to take out the extra two still.

This can be also be due to you not verifying that Hotmail account. Log into the Microsoft Account for that address to see: https://account.microsoft.com

Go through the list of Outgoing Servers (SMTP), and take note of which ones are for which User Names. You will find that there are three for that one e-mail address. Remove two of them.
For testing purposes, just focus on one of your vodafone.co.nz addresses and change the SMTP settings for it. Experiment with different settings for Port # (25, 465, 587), Connection Security, and Authentication Method, until you find a combination that works.
Well I played around and ended up back at 25 STARTTLS outgoing and every thing seems to work - there was a Samsung network control product which I uninstalled as well, although this made no difference until I made the outgoing changes - thanks for your help.
