The one at the top is the one set as default. You can easily choose another as the default. Right click on mail account in Fodler Pane and select 'Settings'

select the mail account name which you want to be at the top and set as default. Click on 'Account Actions' select 'Set as default' click on OK See image as guide.

To do a complete reorganising of list positions, there is also an addon extension which can assist. 'Manually Sort Folders' This extension allows you to manually sort (order) your folders in the folder pane of Thunderbird or automatically sort them, but in a better way. This extension also allows you to re-order accounts in the folder pane. https://addons.mozilla.org/en-GB/thunderbird/addon/manually-sort-folders/

Note: I would strongly advise that you do not post email addresses in public forums as everyone can see them.
