TB, or any program, can still be running in the background, even if you have closed it in the usual way and it isn't visible. Especially after a crash. In W10, right-click the Start button, Task Manager, and see if there are any TB apps or processes active.

If you manage to open TB, either in normal or safe mode (hold Shift when you launch TB), open Help/Troubleshooting Information, and under Crash Reports, post the last few URLS here.

If TB won't launch, try running in Windows safe mode and see if TB works properly. It often happens that after a TB upgrade, a security/AV program becomes incompatible, and Windows safe mode is a good way to test this.
