userChrome.css or userContent.css didn't update the homepage

I tried to follow this theme's([https://github.com/PROxZIMA/Sweet-Pop.../Sweet-Pop]) installation guide. After I installed it the userChrom and userContent css files have been updated and the result was that the browser header has been changed but the homepage/newtab's UI hasn't been updated. I enabled toolkit.legacyUserProfileCustomizations.stylesheets option in the about:config section. Did somebody have similar issue?
