I downloaded the newest version to the desktop of my mac and drug it to the "dock" and it just blinks in the dock

I was prompted to download the newest version to my desktop and I drug it to the mac dock and it just blinks in the dock and didn't stop when I shut down. How to get it to stop blinking and load the new version????? (BTW, it's really hard to find how to ask a question let alone just have a phone number!!!!)
