I Cannot Open New Tabs From Tab Strip or File - Only Open New Window

For a while I have not been able to click on a tab's plus sign to open a new tab, not even by going into the file menu. I even reset Firefox to my default settings, it fixed itself for a short while today, then it's back to not working again! The only time I can open a new tab is if I am on a site and I right click to open a new tab, otherwise in order to have another window open, I must go to file and open a new window, not tab!

The Ask Toolbar is causing that in the Firefox 3.6.13+ versions. Uninstall that extension.
