a box with "browser settings change" keeps popping up. Can you please tell me how to permanently get rid of it? Thank you

When I open up Firefox the box pops up immediately & can only be closed by right clicking on the box down the bottom of the screen & clicking close. It started happening after uninstalling Firefox & then reinstalling it yesterday. I Was able to uninstall it completely yesterday but not today. It will not allow me to remove it from program files.

Which security software (firewall, anti-virus) do you have?

Try to boot the computer in Windows Safe mode with network support (press F8 on the boot screen) as a test to see if that helps and allows to delete the Firefox program folder.
