For as to why no SeaMonkey packages from Ubuntu.

  • Bug #987713 Please remove seamonkey source and binaries from precise
  • Bug #1197635 (needs-packaging) There aren't SeaMonkey for newer Ubuntu on official Ubuntu repository

Otherwise you do not need to use packaged builds of SeaMonkey in order to use it.

If it is 64-bit Linux builds then see http://ftp.mozilla.org/pub/mozilla.org/seamonkey/releases/2.26.1/contrib/

Though there has been issues with having more bleeding edge builds of SeaMonkey for Linux due to platform changes requiring newer system libraries. http://forums.mozillazine.org/viewtopic.php?f=6&t=2837375

Technically speaking, SeaMonkey isn't an official Mozilla project. It is a "community build" which has far more access to Mozilla resources than any other community build, including use of the FTP servers. http://ftp.mozilla.org/pub/mozilla.org/
