is there4 a simple way to sync 1 email account on 2 pc running win 7 without secondary software or "cloud service" this should be a basic function
this to me should be a basic function we all have mutiple devices and syncing them should be straight forward, simple and part of any email program

The basic function as you call it is the IMAP mail protocol. So no there is no way without using the mail server.
I realize that I have to use the mail server but how does IMAP update between 2 machines?? It will lwt 2 machines access the email but IF I delete it on one machine what will delete it on the other??
I synced my browsers and all of my bookmarks showed up on the second m\chine. I delete 1 it is gone from both.
IMAP alone does NOT do this.

You are correct IMAP does not do anything with bookmarks. However if you delete emails, then the change synchronizes. Depending on the quality of the server software used tags, read status and folders are also synchronized. So the quality of your IMAP experience will be directly linked to the quality and sophistication of the IMAP mail Server used. For example the IDLE command is not universally supported, but it makes instant notification of new mail possible.
