Tabs where always on top unless you used a add-on. If you are wanting tabs on the bottom then it is with userChrome that you do it with and will need to read for about 10mins :

This is the solution provided it still works, note it can cause other issues in Firefox and if another issue happens and you need help inform us you are using userChrome. Also you can test out if userChrome is the issue by Cut/Paste the folder out and then run Firefox to see.
