I have the same problem with TB that I have with FF - moving the profile from my old PC to the new installation of TB on the new PC works only partially.

All old mails, settings and newsgroups in TB are there, just like in the old one. But I´m immediately asked for my password and the new TB never stores the password despite that I ticked the box to do so, so it asks every time started and every time I want to look for new mails - but it never downloads new mails.

Simply copying the profile to the new PC did not work. Mozilla seems to have changed the way passwords are treated somewhere between the old 32 bit FF / TB 52.9 and the new 64bit FF /TB 91.11.

What finally worked was:

Installing the obsolete 52.9 versions of FF/ TB on the new Windows 10 64bit PC.

Then moving the profiles from the old to the new PC profile folders of FF / TB using an USB-stick worked fine as the old versions on both systems were compatible.

And only then updating FF and TB in several steps until they are now on the latest ESR again.

You need to step through the 68.5 version to have the password storage upgraded or cleaned up. Depending on the version you come from.

Conversely deleting the password files and encryption keys also works, but looses stored passwords.
