That sounds suspiciously like one of those "rogue" antivirus programs designed to separate you from your money.

Can you download and run these highly regarded malware scanners?

That is a very nasty rogue anti-virus/security program. It is probably running in the background on your system and intercepting/interfering with .exe applications. You can read about it here: http://www.bleepingcomputer.com/virus-removal/remove-win-7-internet-security-2011
