Your instructions ay to go to PRIVACY and SAVED FORMS etc to turn off AUTOFILL, but I don't see SAVED FORMS ETC
I'm trying to stop misc user IDs from appearing on certain websites that require me to enter my own user ID. I was told to turn off AUTOFILL on Firefox. Firefox directions say to go to TOOLS, OPTIONS, PRIVACY, SAVED FORMS, SETTINGS, etc. I can get to PRIVACY but then I don't see SAVED FORMS. How do I stop Firefox from entering bogus user IDs in my favorite websites? And then, How do i get rid of the bogus Ids that have already been entered. My bank website has 20-30 bogus IDs

That would be "Remember search and form history".
To see all History and Cookie settings, choose:
- Options/Preferences -> Privacy -> Firefox will: "Use custom settings for history"
Note that previously saved form data is still stored in the formhistory.sqlite file in the profile folder.
I did not understand what I'm supposed to do once I get into custom settings. Instructions are definitely NOT self explanatory. I unchecked "remember browsing history", "remember search form history", and "accept cookies from sites". If "accept cookies from sites" was checked, for example, that implies that I want cookies. So unchecking it seemed to be the right thing to do. But after unchecking these items, I could no longer get into ANY website, including this one, that required a user name or password. I had to go back and check those three items again. So now I'm back where I started from, which is NOT where I wanted to be. Firefox's instructions are very clearly inadequate. (another example_below this box is a little box beside which are the words "needs more information". What on earth does that mean? Who is it directed to?
If you are only interested in disabling form fill then you need to remove the checkmark on "Remember search and form history" like I posted in the first line in my above reply.
If you disable all cookies then most websites will cease to function properly like you noticed. You can let the cookies expire when Firefox is closed to make them session cookies instead of using "Clear history when Firefox closes" to clear the cookies.
You can create a cookie "Allow" exception to keep specific cookies like for a website to remember you (login automatically) or to keep other settings that a website stores in a cookie or in local storage.
