When i click on the short cut it does not open firefox but if i hold the cursor over the short cut it shows the tabs from last time but will not open them

You are hovering your mouse pointer over the Windows 7 Taskbar icon for Firefox and seeing little tab images? I think that means Firefox is still running.

Are you able to hover over and click on any of the preview images?

If you right-click the icon and click Mozilla Firefox, does a new window open to your home page?
