The block pop-up windows option has been check-marked within the following pathway: preferences > content > block pop-up windows.

If you are referring to the popup located in my screenshot, then it is impossible to block it.
It is not technically an ad, nor popup. It is telling you to subscribe to the website's newsletter.
This message is programmed into the website's code and cannot be removed/blocked.

Could you describe when the pop-up appears, for example: when first loading the page, when scrolling through a page, when clicking a link, when trying to close the page (or go to a different page without using a link)?
The reason I ask is, the pop-up blocker is designed to allow pop-ups triggered by a user action, such as a click, otherwise a lot of sites would not work correctly.

The popup appears when the website is loaded.
Visit the link and it will appear for you too.
Hi ComputerWhiz, because I use NoScript and only allowed a few of the many domains used by the page, I didn't see that ad. Thanks for the screen shot.

I use AdBlock Plus.
That is not a real pop-up, but merely a lightbox opening with specific content.
Such a lightbox is opened via JavaScript and you would need to block this specific script to prevent this box from opening.
