Those directions are for Internet Explorer. In Firefox, there's nothing to configure. JavaScript is enabled by default and there's no option to turn it off in the user interface.
The only way users can disable JavaScript in Firefox is using advanced methods like the the developer tools (F12), add-ons like NoScript, or modifying the javascript.enabled preference in about:config.
