"New Window" option in dock icon in OS X disapears

On OS X's Dock I can right click on Firefox's Icon and get 2 options: "new Window" and "New Private Window".

On Firefox Quantum, I get these options normally when I first open the application, but after having it open for some time, these options just disappear.

I work with multiple desktops and move the Firefox windows around if that helps.

I have this problem too on Firefox Quantum 60.0.1 (64-bit). I have noticed that if I open the "Bookmarks" and "Show all bookmarks", the option is still available. However, once the "Library" page showing all bookmarks is closed, the options disappear (reproducable).
