When I hover the mouse over an inactive tab, there is a distracting animation. I want to disable this. I am familiar with userChrome.css. I just need to know what to add to it or if there is another way. I have tried various about:config changes and none have worked.

Do you mean the gray "tab line" along the top of the tab which appears and expands outwards when you hover? Try:

.tabbrowser-tab .tab-line:not([selected="true"]),
.tabbrowser-tab:hover .tab-line:not([selected="true"]){
  background-color: transparent !important;
}

Depending on your theme, there may be a more "specific" rule you need to override.
